In both these collisions, it appears to me multiple people were not doing the job well. I have to wonder how much a lack of drills is an issue.

One of my most memorable drills was the captain handing the sonar tech a card that said "inform the conn you have a contact closing at X knots and Y yards"

The new young officer under training with a senior officer announced, over the 1 MC, in a very excited voice "Captain to the conn; captain to the conn". He never called for the collision alarm or used the 1 MC to alert the crew.

If the navy is lax in certifying the crews is it because they do not have the time or the ship failed certification but was needed on station anyway? The articles are not clear to me on this question.

And, I do not see money as the issue; if you are underway, how could it cost more to run drills? Sailors do not get OT if there is a drill at 2 AM.

I would think that a ship completing workup and certification (whatever is the testing term), provided there were only trickle changes to personnel, would not need another workup period until after a refit (overhaul) or some other lengthy period in the yard or dock. Watchkeeping skills and the ability to avoid another vessel should be foremost at all times. We (well most people) don't get a licence to drive a car and then go looking for cars or pedestrians to spear.
Lets have some commonsense. If a ship gets a hole in the after section, it is not normally the one doing the colliding. Some "Navy" writers need to go back to journalist school; maybe not, they could come out with even worse writing skills.

When I was a nuke we had an engineering officer who would initiate a drill by handing a watchstander a 3x5 card with THIS IS A DRILL written on it. On the other side was the drill scenario.

One day I handed the Eng a 3x5 card with THIS IS A DRILL written on in. The other side had a taped on 3/8 drill bit.

He said "Actually, this is a drill BIT."

I said "Yes Sir. Poetic license." Fortunately he was amused.
