At random: The first diesel engines built by Electric Boat for submarines were installed (1913) in the USS NAUTILUS and SEAWOLF, namesakes of the first nuclear powered submarines, also built by Electric Boat.

Watching Adm Rogers testify before the Senate committee I see that he is wearing gold dolphins below his ribbons and another gold pin, which I don't recognize, above them.

San any tell me what they are?

From his bio picture it appears that the top pin is the Surface Warfare pin. I say appears because his lapel covers most of it. Gold Dolphins below (if I remember Ric correcting me on day) should indicate submarine qualification but present billet is in the surface environment. But again, I defer to Ric.

Found the answers:

Lower pin is not dolphins but Naval Surface Warfare Officer and upper is [would you believe?], Naval Intelligence Warfare Dominance Officer.

At one point I heard about an Officer that wore Dolphins above, and Aviator's wings below. Medically disqualified from flying if I remember correctly. It was on one of these boards. There was also a phrase about him soaring with Eagles and now he swims with the fishes, but I can't remember it correctly.
