Cost over runs are in every military program.
1. The military wants every product to be the swiss army knife of that type of hardware. Some of the options haven't been invented yet.
2. Companies under bid what the item will cost, to get the program. They increase the price every time the military makes a change, which they know they will. I know this for a fact because I worked for a company where this happened.
Ask anyone who works in a manufacturing, whether the first design works every time. |

Of course it will. Any fool knows that.
The military wants to top of the line phaser. Congress wants them to use bows and arrows and will only budget for that. Then they complain when the budget goes out the window. Idiots!!!!!! |

Think of the Knox class frigates. Navy wanted to upgrade each ship for a changed bow and larger helicopter operations; just to name two but the costs quoted by the manufacturer were far higher than those quoted by the navy yard. Each ship was therefore built according to the contract and then went to the Navy dockyard for the major modifications. Navy 1 - Contractor 0.
