I can remember back when driver's in a fatal accident weren't charged with manslaughter, yet now they routinely are. I can remember when being drunk was accepted as being of limited mental facilities, and many drunks walked. They don't anymore. The times they are changing. Several others charged with dereliction of duty along with the CO's. Maybe it is time to hold folks more accountable.
