What does Error 503 mean?.

I must admit I was thinking it was something at this end because quite frequently there are sites I visit and unless I reboot the system completely, no access. We are second last house on the line and don't we know it (last junction box is just outside the mailbox fence).

Ric - that has supposedly been done with NBN; cost is close to $90 Bn and has stopped short at providing the promised connections to each house.
