Does anyone know the origin of the familiar quote, "There are two types of ships in the Navy: Submarines and Targets" ??

I was told it start in Hawaii ~ 1969 right before I got there. I had several shirts like that 1970-1973 as well as the Hi Skimmer Bye Skimmer   I think so many lay claim to it that none can clearly claim

I think it was Capt, Tukahara Kokomoko, Imperial Japanese Merchant Marine. Quote originated on bridge of Fungara Maru August 19, 1943...Full quote. "Meestur Sukoharra, There are two types of sheepz subbamareenz and target-itzu's. Eees zat a prerizcope-o? EEET iz...hand me lifejacket and sweeem finz." I think that is historically accurate and contains everything said prior to the point his funnel flew three hundred feet in the air and the bridge took a decidedly port list. DEX

I asked the question as many folks send me quotes which I really appreciate and someone recently sent me this one and attributed it to a Master Chief that rode Ronquill and two boomers.   Ya never know...

Here's another, Don, that I told a neighbor of mine that recently became an Ensign from MMC. "Sailors belong on ships and ships belong at sea". I don't know the author of that one, but, a COB I had years ago would throw that at us when we would complain about being extended on ops.
