At random: The first periscope used by the United States Navy was not built for a submarine. The ironclad monitor OSAGE utilized a periscope to discover a Confederate cavalry unit taking cover behind the high banks of the Red River in Arkansas.

... I'd say the Pulaski was surfaced at the time, or at the least in the midst of a severe broach!
If submerged, most of the frigate's hull would appear above the horizon. As it is, the top of the 'scope seems to be about equal in elevation to the frigate's bridge.
