Subject: Identifying a picture

I'm attempting to put labels on some of Elmer's old picture.

The one I'm working on now has a man with (what do you call those things that they looked through to get used to the dark?) night light 'whatevers' on his face. He also has a pair of binnoculars hanging around his heck. Another man also is looking through binnoculars. They are topside - it appears to be daylight. So why is the first man wearing the 'night light whatchmacallits' on his face? I guess what I'm asking is: What are they doing?

Normally people who were going to be lookouts or be going topside from a well lit space when it was dark outside they would wear red goggles to get their eyes "night adapted" Can't say what is going on without seeing the photo.

I'll hazard a guess without seeing the photo that it is near sunset and the guy with the night adaptation goggles may be coming on the next-up watch, but is on the bridge for some reason.
